He means that numerous governments have acted in shitty ways without regard for the will of the people.
That’s what happens when you read at work.

On the flip side, the majority of Americans did not support the emancipation of the Slaves. It was also argued by the South, that slavery was a states-rights issue.

In a debate over the “nuclear option,” it was argued by a certain Democratic Senator that a majority can sometimes be wrong. Perhaps this principle transcends to other issues…
