This, however, captures in a nutshell what exactly ails California. They’re wasting time on trivialities and attempting to solve a problem that doesn’t exist while adding to the one that does. This scene shows them adding even more law-enforcement responsibilities to a state overburdened with them and which can’t pay to enforce the myriad laws they already have. You hear clearly that the scourge of tail-lopping is so small as to be hardly worth the state’s effort, but that doesn’t stop the legislators from passing a law to criminalize the activity.
This doesn’t surprise me from a state legislature, though. A few years ago, the New York State Senate was about to go on break for the summer, and they had numerous bills on the table. Budget addendums, spending bills, and so on were all put on hold so the Senate could pass a proclamation dedicating a statue to some random dead historical figure from the 1800’s. No, I’m not kidding. The work of the people was put on hold so they could dedicate a statue.
So no, California, we don’t mocketh thee because we don’t understand. We mocketh thee because we understand all too well.
